Begin with the exact equipment identity
A PCB transformer project should begin with a record that ties every statement to a specific unit. Record the manufacturer, serial number, asset ID, manufacturing date, location and current status. Photograph the nameplate and all labels. Keep test reports and service records with that identity.
Do not assume one sample or report applies to every transformer in a group. Similar units can have different service histories, retrofill records or contamination circumstances.
Understand what is documented and what remains unknown
Separate facts into categories: documented test result, documented fluid type, historical label, owner statement and unknown. This prevents a marketing phrase such as “non-PCB” from replacing the actual record.
If testing may be needed, identify who is qualified and responsible for sampling, which laboratory and method will be used, how the sample is tied to the unit, and how the result affects the planned route. Do not improvise sampling from energized or compromised equipment.
Use current primary regulatory information
The U.S. Environmental Protection Agency maintains information on polychlorinated biphenyls, including use, storage and disposal topics under the Toxic Substances Control Act. Start with current EPA resources rather than relying on an undated blog summary. State and local requirements, site permits and contractual standards may also affect a project.

Define every project role
Identify who owns the equipment, who controls the site, who performs electrical isolation, who samples, who pumps or packages fluid, who rigs and loads, who transports, who accepts the material and who produces final records. One company may perform several roles, or the work may involve a coordinated group.
Ask for the actual approved route and documentation rather than assuming the word “recycling” answers every question. Reuse, metal recovery, fluid handling and disposal can have different receiving conditions.
Inspect condition before movement
Record leaks, staining, fire exposure, impact damage, corrosion, open valves and missing components. An abnormal condition can change containment, equipment, timing and emergency planning. If there is an active release or immediate hazard, follow the facility's emergency procedures instead of waiting for a commercial quote.
Keep the equipment secure and do not dismantle or drain it merely to reduce weight. Those actions can complicate records and create additional handling concerns.
Agree on records before work begins
The owner should identify what documents are required for internal policy, regulation, insurance, contract closeout and customer reporting. Examples may include equipment schedules, test reports, bills of lading, weight records, receiving receipts, manifests or project completion documents, depending on the approved route.
Document retention belongs in the project plan. A record that cannot be found after staff changes or a facility sale provides little assurance.
Request a project review without overstating the facts
When submitting an oil-filled transformer, select the PCB status that matches the evidence. Choose “unknown” when that is accurate. Upload the nameplate, equipment condition and available records. Explain the pickup location, electrical status and deadline.
The initial review can identify additional questions and whether a current service path may be available. Acceptance and scope are confirmed only after the relevant equipment and project facts are reviewed.
